Major’s Legacy Fund: Supporting Pets and Their Guardians

Major’s Legacy Fund is a lifeline for pet guardians facing financial challenges. If you are a low-income resident of Langley, or experiencing homelessness and need medical care for your dog or cat, our fund can provide one-time financial assistance of up to $1500 to approved applicants.

Major’s Legacy Fund Origins

Established by Langley resident and long-time LAPS supporter Elizabeth Smith, Major’s Legacy Fund honors the memory of her beloved Doberman, Major. Elizabeth's generosity ensures that Major's spirit lives on, providing essential support for pets in need.

Application Requirements and Supporting Documents

To qualify, you must meet the following criteria:

  • Be a resident of the City or Township of Langley (provide ID as proof of residency)
  • Unhoused guardians are able to apply with reference from social service resource such as Gateway of Hope, Ishtar Women’s Resource Society, Kimz Angels, etc
  • Provide proof of CRA documentation for Low Income Measure (LIM) + 10%  threshold set out by Statistics Canada

 

If Applicable:

  • Provide proof of Confirmation of Dependents (Universal Child Benefits Statement)

Important Notes:

  • Financing is available on a one-time basis per household for veterinary care, not exceeding $1500.
  • Pay stubs, disability documents, or CPP documents will not be accepted as proof of low income.
  • Approval is contingent on the total household income not exceeding the BC Low Income Measure (LIM) threshold +10%.
  • If your pet is not spayed or neutered, LAPS will cover the cost. Refusal to spay or neuter will result in the application being denied.
  • LAPS will contribute up to $1,500 toward the specific treatment required; this is not a credit for the guardian. Any unused portion of the $1,500 does not carry over or get retained by the guardian or veterinary clinic.

Application Process

1. Fill out a Major’s Legacy Fund form below

2. Be sure to upload all required documents.

3. Applications are reviewed and responded to within seven days.

4. A LAPS staff member will contact you to review your application.

5. If approved, LAPS will refer you to one of our Veterinary partners for necessary procedures.

Eligible treatments for dogs and cats to address a critical injury or illness with a good prognosis when urgent veterinary care is provided include:

  • Initial veterinary examination and diagnostic testing
  • Dental procedures required to relieve pain and suffering
  • Amputations resulting from traumatic injury or a painful, non-manageable condition
  • Urinary treatments (guardians are required to cover the cost of prescription urinary diets for the lifetime of the pet)
  • Pyometra surgery (complications from pregnancy)
  • Lumpectomies
  • Eye enucleations
  • Treatment of injuries, including wounds and assessment of suspected fractures
  • Acute (sudden-onset) illnesses such as vomiting and diarrhea
  • Pain management
  • Treatment of skin lesions
  • Treatment of upper respiratory symptoms
  • Short-term medications (guardians are responsible for the cost of any long-term prescriptions)
  • Pre-anesthetic bloodwork or diagnostics requested by the attending surgeon, provided the total cost of care does not exceed $1,500
  • Euthanasia may be supported for animals that cannot receive the care required to maintain an acceptable quality of life.

The Major’s Legacy Fund is not intended for routine veterinary care, or to sustain life in situations where an animal cannot be provided with good welfare or where the guardian is unable to cover ongoing care costs. Due to limited resources, the fund’s use is necessarily narrow, focused on resolving pain, addressing treatable medical conditions, preventing surrender, and relieving suffering. Support is limited to urgent, short-term interventions that directly improve the health and quality of life of the animal.

  • Spay and neuter procedures
  • Preventative treatments, including vaccinations, deworming, and flea control
  • Treatment for terminal conditions, such as advanced cancer or heart disease
  • Conditions or diseases with a poor prognosis (anticipated outcome)
  • Diabetes, parvovirus, or distemper when prognosis is poor
  • Prescription diets (unless provided through the food bank)
  • Veterinary care costs exceeding $1,500
  • Long-term prescription medications

Major's Legacy Grant Application

This funding is meant for veterinary care needs for companion dogs and cats for residents of the Township and City of Langley. Approved funding will refer the pets to a LAPS Veterinary partner whenever possible.
