Township of Langley and Langley Animal Protection Society (LAPS) Finalize Agreement for

Animal Control and Sheltering Services

TOWNSHIP OF LANGLEY, BC – [December 16, 2025]

The Township of Langley and Langley Animal Protection Society (LAPS) are pleased to announce they have reached an agreement for a 10 -year term that will see LAPS continue to provide animal-related services at the Patti Dale Animal Shelter. The agreement secures essential animal sheltering services for our community and renews LAPS’ lease of the Shelter from the Township, ensuring continuity in animal care and long-term stability for the Township’s animals.

Under the new agreement, the Township will manage animal control services and LAPS will continue to provide both animal sheltering services and comprehensive donor-funded programs. The official implementation date and transition details for the Township’s in-house animal control services will be announced shortly.

“It’s great to get this done for residents and LAPS, but most importantly for the stability of animal welfare services within the Township of Langley,” said Mayor Eric Woodward. “My primary duty is to serve residents, ensure responsible stewardship of significant public funds and uphold the highest standards of community service. This includes ensuring positive animal welfare outcomes. I am pleased to see the Township’s new agreement with LAPS reflects this commitment and allows for the Township of Langley to increase animal control service hours and response times.”

“This agreement provides clarity and stability for the animals and the community, and we are pleased to be moving forward in partnership with the Township,” said Sarah Jones, Executive Director of LAPS. “Since 2003, LAPS has been dedicated to protecting and sheltering Langley animals and supporting the people who love them. We look forward to continuing to deliver the highest level of sheltering services and offering essential donor-funded programs that strengthen animal welfare across the community. We remain committed to meeting the complex needs of the animals by supporting healthy human-animal connections with kindness and compassion.”

The final agreement was the result of a comprehensive negotiation process. Both parties worked collaboratively to reach terms that prioritized procedural integrity, fiscal responsibility, transparency and service continuity, putting the needs of Township residents and animals first. Public discourse—particularly online—has generated commentary and, at times, misinformation about the negotiations. The Township of Langley and LAPS wish to jointly clarify that this process was consistently guided by our shared desire to deliver long-term benefits for Township animals and residents.This finalized agreement affirms and extends the important and longstanding relationship between the Township and LAPS, and reflects our joint commitment to high-quality animal welfare services, accountability and responsible governance. The Township and LAPS remain focused on providing effective and sustainable services and to assessing our service models to ensure they continue to meet the needs of the animals and the community.
